Housing & Utilities Assistance Program
The Housing & Utilities Assistance Program provides services to prevent homelessness and forestall eviction, allowing families to remain in their homes. Clients are assisted with partial rental assistance or utility assistance. Budget counseling workshops are a mandatory component of the program.
Hours: Rental Assistance: Beginning on February 1, 2012 Monday, Wednesday, Friday - First come; First serve 9:00 a.m. to 10:45 a.m. & 12:30 p.m. to 2:00 p.m.
Utility Assistance: Through April 2012 Must apply and receive response from LEAP prior to applying to ESM. Monday through Friday - First come; First serve 9:00 a.m. to 10:45 a.m. & 12:30 p.m. to 2:00 p.m.
Eligibility Guidelines: Be sure you read the qualifications below prior to calling or coming for services.
Be sure to bring all necessary paperwork (see below).
This program meets the emergency needs of a client. A client can only seek either rent or utility assistance once a year. |
ESM does not provide assistance with deposits, mortgage payments, water bills or moving expenses. | For rental assistance, a client must meet the following requirements:
- Live in one of ESM's service area zip codes: 80903, 80905, 80906, 80907, 80909, 80910, 80916, or 80926. Residents of other zip codes may be referred to other agencies.
- Have lived in apartment for 2 months or longer.
- Must have verifiable proof of income.
- A copy of the signed lease.
- A three-day demand notice from the landlord - for the current month.
- Photo ID
- Social security card for every person in the household.
- Budget counseling workshop is mandatory prior to receiving assistance.
For utilities assistance, a client must meet the following requirements:
- Live in one of ESM's service area zip codes: 80903, 80905, 80906, 80907, 80909, 80910, 80916, or 80926. Residents of other zip codes may be referred to other agencies.
- Must have verifiable proof of income
- Shut off notice from the utilities company.
- Photo ID
- Social security card for every person in the household.
- Budget counseling workshop is mandatory prior to receiving assistance.
Note: From November 1 through April 30, client must first apply for utilities assistance through the LEAP program of Colorado Springs Utilities. Only after receiving a reply letter from LEAP will ESM be able to assist client.
ESM also has limited funds available for residents living outside Colorado Springs who need help with propane payments. The same requirements as for utilities assistance as listed above are needed.

In response to the Gospel, ESM promotes self-sufficiency and restores dignity by providing food, medicine, housing, job placement, educational programs, and spiritual encouragement.
ESM provides a collaborative Christian response to low income and homeless people in crisis.
ESM will comply with all applicable federal, state, and local laws, rules and regulations prohibiting discrimination.
